One reform that isn't often mentioned but might be very effective in focusing Congressional attention on their jobs would be suspending their salaries in the absence of properly approved Budget and Appropriations bills. It's bad enough that they only work about 200 days a year, but when even those few days are wasted, that is unacceptable.
Sounds good in theory, Dave. Unfortunately, most of them are independently wealthy and salary isn't their main source of income. The median net worth of a Congress person is about $1 million -- which is a whole separate problem of its own.
They “work for us”? So, $1.00 a month until we see some actual work done. No paid sick leave, no over-time…. No under time! Let them find work like the rest of us.

Agreed Jerry, and the chances of getting the miscreants to enact legislation policing their own behavior are vanishingly small, but it's worth a try.
